You are attracted to this person and perhaps it is because it's a challenge, him being shy. But changing him may not be in his best interest.
If you really like him, just accept him for what he is and treat him nicely. Show him lots of love and once he feels he can trust you and like you as much, he'll make the move.

this wont help but i wanna tell u this anyway my ex girlfriend didnt make a move and i didnt either then she said that she wanted to break up wit me for no goddamn reason wat so ever so then i said ok and left and then i saw her going out wit my damn friend so i wanted to make her pay but wat i did was so terrible i was going out with her sister. i tried to make a move on her but when we were about to kiss her dad walked in her room and then threatened me and then i broke up wit her and i was so scared for 3 damn months
