Because their perverted lust readily overcomes their underdeveloped sense of morality (which probably inhibited other normalized relationships in their life, possibly contributing to a latent desire to take control of a relationship, with rape being being considered a crime of power more than a crime of sex). In short, their animal behavior is distorted by its frustrated inability to translate to a civilized society. (And no, I see nothing wrong with permanently "inhibiting" their animal behaviors as a part of their "rehabilitation" process.)

It is worth noting that the risk of a child being molested is higher (I think it was at 4:1 at the turn of the century) amoung family and friends than it is by random strangers. While it's relatively easy to spot a creepy stranger and shoo them away from your kids, it's a bit more difficult to acknowledge that there's something seriously wrong with a guy that you're drinking beer and watching football with on the weekends. And to further acknowledge that, as a parent, you brought such a danger into your child's life and possibly encouraged it can be really hard on a parent's psyche.

(But with regards to Dateline's fixation on "sexual predators," though, it should be noted that parents clearly need to be taking a more active point in their kid's lives -- really, is "Don't give out our phone number or address to sick old loser perverts who are randomly hitting on you in chat rooms" to difficult to explain? I mean, come on, how bad is the home situation that facilitates this kind of scenario?)

There are a number of "reasons" why this happens, the feeling of power over another human, the knowledge that an untouched child is being "used'(NICE WORD IN PLACE OF THE NASTY ONE) give these "people "the euphoric feeling of complete dominance and supreme power, this could very well stem from an abusive childhood, but, and I do mean but this should not factor in with the decision to punish very severely, and if indeed it is a mental defect these "people" should be confined forever,castration does nothing to what is still in their heads.

someone did it to them when they little. now they do same thing other kids. they need to treatment because they are mantally sick
