if you have not run it all winter then yes normal. it sometimes needs to recharge itself. if you notice this is a problem that reoccurs then go for service.

it is not uncommon. the system has to cool down and then cool down the interior of the car. also, if your car is parked (stationary), the a/c will take alot longer.
