I want to get H1 sponsored (master's quota) but my mentor is delaying the process of accepting my thesis, even after knowing my case that the quota is quickly getting over.
Is there a way I can apply in the H1 master's quota since I am done with all other course work & its just this thesis report thats pending

You may submit an application for an H1B under the advanced degree quote without having physically obtained the degree only if the school will write you a letter confirming that you have completed your studies and that your degree will issue forthright. Unfortunately, you do not have any right to compel your mentor to accept your thesis at an earlier date.

I don't think you have too many choices. U can talk to the president of the school...but he/she might leave it up to the teachers hand who is delaying the whole thing. Try explaining the situation to the teacher in a plain simple way and include the H-1 situation. I don't think F-1 visa has the right to sue over this kind of issues, cuz U'r suppose to back to your home country after you graduate, not stick around for H-1.
But U might have a case based on racial/ethnic discrimination. Talk to a good lawyer, who handles civil matter and see what they have to say.
BTW...for others to know...please add the name of the school you are in...!
