this also happened to me, i have a Windows 2000 and knew that it was totally up-to-date with the Sims 2 software. Since it didn't work, i went back to the store in which i had purchased the first one and bought another one. this worked for me, but is a little expensive $50 + $50, yikes. so what i would suggest doing would be to call the service # and explain your problem. good luck!

Try re-installing the game. If you've already tried that or if it doesn't work, your computer may not fit the system requirements. Look up your computer's stats, and if you meet the requirements, you may have a faulty version of the game. Depending on the policy, you may be able to send it back for a new one.

Your best bet is to go to tech page for sims 2.Dont uninstall your game until u have tried to resolve the issue, that would be a waste.
