It's quite difficult to write it the way it's pronounced so I suggest you go to: http://www.bbc.co.uk.languages/french. It's a free on-line course of the French language for beginners, in one of the first lessons you will find the question you are interested in and if you put your speakers on you will here the pronunciation. FORMAL
1. Est-ce que vous parlez francais? -OR-
2. Parlez-vous francais?

2. (Pronunciation) Pahr-lay voo frahn-say?
Alternatively, if you're talking to someone close to you (for example, a friend, roommate, significant other, child, etc.), then you say it this way:
INFORMAL

2. Parles-tu francais?

informal, to a friend=tu parles français?
formal, to an elder= vous parlez français OR parlez-vous français

Informal: Parle-tu francais? (Par-lay-Chew-Fraun-say?)
