I'm a legal receptionist and I think that she shouldnt have answered the phone but if you dont say something then she not going to know talk it over with the supervisor and let them know but tell her that you cant answer your phone during business hours. But she can always look at the number write down and then call them back or let the call go to voicemail and go there to get the message.

If you are covering for her, then you might as well collect her wages too. Wouldn't that be great? Seriously, talk to her about it. If she doesn't budge, go to your boss and report the incident. You work as a TEAM so everyone has to be a teamplayer. If she keeps using her cell and engaging on personal calls during office hours, then it would be best to have her reprimanded or be served a severe warning. If she slips one more time, then boot her. The company is not paying you to cover for her and she is not paid to engage in personal calls.

Start calling her Mrs. O'Whiggins (an old Carol Burnette character) maybe being subtle will give her a hint...if not,
hey it's a dog eat dog world and somebody else would love to have a receptionist job like one of our newly arriving immigrants instead of working in a field...that would be great.

Just ask for the manager and tell him/her the situation.
Receptionists aren't supposed to even PICK UP personal calls, and they're supposed to PICK UP their business calls.
Job first, life later.

I would tell the boss, after all, it's her job and there are most likely policies against cell-phone use and private calls. The only exception would be an emergency.

The question is...do you or will you ever need her to "cover" for you? It's nice to have that kind of relationship with your coworkers. It can be to your advantage if that is the case. If not complain or talk to her. Sounds like you've got the kahunas to be blunt so tell her.
But, don't forget you spend more waking time with your coworkers than you do your own family.
Good luck!

well let the other phone keep ringing dont pick it up, walk away she will have to pick it up, or miss the official call, that might cost her her job but it will not be your fault, or if it was a one time situation just forget it if it is happening on a regular basis go ahead with what i told you to do

I would have told her to answer the phone herself. I would not help with a job
that I ws not getting paid to do and perhaps get in trouble with something she is
supposed to be doing. Surely she should exercise better judgement of her job duties.

Let me guess...you aren't able to grab the phone because you were too busy posting a question on Yahoo! Answers. Remember there is no 'I' in team.
