Many males can't breed until two years old. That is the best time to breed, as you can know the overall quality of the male by that time. However, he is likely to be mature enough to make puppies at 8 months old...some breeds will not mature until 2-3 years old.
But, only females come in 'heat'. males can breed in any season.

males do not go into heat BUT if they smell a female in heat then they will want to mate with that significant other for the moment. Although just because a dog mounts (females also mount) another dog does not mean it wants to breed, mounting is a sign of power, submission, who will run the pack (family) and a male can produce a offspring as early as 14-16 weeks old. I just called my vet for that info

Males (boys) don't go into heat. Only females (girls) do this. Females can go into heat for the first time from 5-18 months, though 6 months is usual.
Males will usually be sexually mature once they start lifing their leg to urinate. This is usually at about 6 months, too, but may be slightly earlier to slightly later.
Just remember that because a dog is sexually mature, he or she shouldn't necessarily be bred. Most breeds have genetic diseases that need to be tested for before the dog is bred. And if you breed a female before she has finished growing, she will have a hard time with her pregnancy.

Male cats don't go into heat, but if not neutered (at least 6 months old), he will spray (stinks) thereby marking his territory. A female cat will go into heat around 6 months old. It's miserable for you. It's miserable for them. Contact your local Humane Society about spay/neuter clinics. Some provide free or low-cost care.

Males don't have a 'heat' like females do. I bred my male dog when he was 10 mos and it went perfect. With a female they say it is best to wait until their second heat before breeding.
