She has a flat stomach ut she has fat on the sides and back of her waist, she says it pours over a little bit when wearing jeans. She exercises daily, and she said it doesnt go away.

Then she's not doing the right exercises. She needs to sit on the floor and do twists with only her upper body, moving at the waist with her hands behind her head. Also standing using 5lb hand weights, arms down to her side, then lift the arms straight up, bending the elbow. Do many repetitions of these and that flab will disappear.

first, figure out whether she actually has extra fat or is just wearing badly-fitting jeans. she might be imagining extra fat. if there actually is extra fat there and she's already thin, she might want to look into a medical procedure if it's really bothering her. (because exercise will not help remove fat in one particular area.)

there's a new, non-surgical alternative to liposuction, meant just for people who have fat only in a problem area and are not overweight in general. here's some info on the procedure. it takes under an hour for a treatment, and the drugs and vitamins actually help your body dissolve the fat away!

If she is otherwise thin then she's over exaggerating that area. You HAVE to have a little fat there, your kidneys are directly below that area, and the fat around and over them keeps them functional.

Every model has some fat in that area. Photographers pick angles that make is seem less so. People who dont have that fat are unhealthy and run the risk of kidney damage, loss of function, or laceration.

Yoga helps to tone all sorts of muscles that conventional aerobic exercise misses.
All it is is stretching, but you'd be amazed at what a difference it can make!
I would recommend it in addition to working out...Maybe switching her normal routine once a week w/a yoga class.

I've heard pilates is good to, but don't have any experience with that. It may be worth checking out though :)

Cardio and crunches. First the cardio to lose fat. You can't "spot reduce". Fat is lost all over. Secondly, there are different types of crunches to target different abdominal muscles. It sounds like she needs to focus (but not limit) on her obliques.

try a video called core secrets its with a ball it also uses weights to tone it works for me.

do crunches but twist waist while doing them...make your left elbow go to your right knee..so on so forth....

keep exercising and do exercises that target that area
