Wow I didn't know they did this, kinda interesting.
Apparently some people trust this way more than id tags and microchips. And apparently it is illegal to experiment on a tattooed animal.

The National Dog Registry, which can be reached at 800-NDR-DOGS 24 hours a day, has been finding lost and stolen pets for three decades. You can also email info@natldogregistry.com. A lifetime membership in NDR costs $38. This one-time fee protects every tattooed pet you will ever own.
Another tattoo registry is Tatoo-A-Pet at 800-TATTOOS or info@tattoo-a-pet.com. Established in 1972, Tatoo-A-Pet maintains a worldwide pet recovery network, with participating agents and veterinarians who perform tattooing at a reasonable cost. This service also maintains a 24-hour hotline and claims a 99% recovery rate. There is a $35 lifetime registration fee, with $10 per additional pet.
I would also check with your animal shelter, most are online now and this is quite an obvious way to identify a lost animal.

That is an indentification number that some breeders tattoo on their dogs for identification reasons. I had a bassett hound that I purchased and he had a tattoo with identifying numbers. Chances are if you found that dog it belongs to someone who might want him back. If you dont want to give him up, you can call the local SPCA and they may be able to tell you more about that number.

My old dog had a number tattooed on his belly, when the pound neuters or spays an animal they usually tattoo it so that the owner can be found

If she has a owner who's cared enough to get her perminate ID by getting a tatoo, she probalbly has an owner desperatly searching for her. call NDR & tatoo a pet.

Sometimes dogs are tattoed on their bellies as an identification number in case they ever get lost... you could use this number to get her back to her owner.
