my cousin has these little red bumps on his skin his parents are doctors but thet dont know what it is they started on his ankles up to is stomach it isnt chicken pox or small pox so what could it be? it isnt on his face. he is 8
and lives in californa

Sounds like a rash which could be from any number of things.
If it started around his ankles, I'd wonder what his ankles might have come into contact with... such as lawn fertilizer or pesticides from running through the grass...

If his parents are doctors I'm sure they'll keep the area clean and dry, make sure he's not in any discomfort, and switch to perfume/dye free detergents and soaps. He should probably have allergy tests done.

This could be an early warning sign. Get them checked out and get the proper sun block needed for your complexion. Ask your Doctor for the advise. I am adding a sample of a article about a young lady that had little red bumps. : She then looked intently at some tiny red raised bumps on my right shoulder. I had never noticed these. They blended right in with my freckles. Dr. C. explained that the raised red bumps could simply be dry skin, but they might be basal cell carcinoma.

lots of mosquito bites, chicken pox ( it could be chicken pox eventhough they don't think so), razor burn (a 8 year old shaving???, that would be weird), sun burn. i don't know maybe it's the rare red bumps on skin disease

he needs to go see adoctor it could be a rash,posion ive,are he could be alligert to something areo to see a skin doctor some realger doctors might not know what it is

IT COULD BE ALLERGIES OR AN allergic reaction to something i recommend a dermatologist

They are doc.s they should know they went to school to become that. So how could they not know? Go to health & medicine on your welcome screen on AOL. It should have some info there.
