To get the details about mail restrictions, please visit http://www.prisontalk.com and go to the forum for your state.... every state has different rules, so it's really hard to give you a definitive answer without knowing to what state you'll be sending the picture.
In VERY general terms....(These are the rules for a Maximum Security prison in California)

Items you CAN send
Binder Paper (500 sheets MAX, each month, for reception inmates)
Postal Stamps, 2 books per envelope (40 stamps TOTAL, per month, for reception inmates)

Photos, no more than 5 per envelope (no larger than 8x10)
Greeting cards (plain, no foil, glitter, metal springs, etc.)
Letters (perfume and lip stick "kisses" ok, but NOT on outside of envelope)
Internet Printouts, no more than 5 sheets per envelope, 20 sheets allowed per month (this includes: games, puzzles, stories, jokes, etc.)

you can send letters, money orders and regular pictures they don't except polaroid pictures. You might want to call the prison your cousin is in and find out exactly what you can send

You may want to think twice before sending a photo of yourself. If your cousin ends up making just ONE enemy while he is in Jail, your photo will end up in circulation amoungst the entire population of prisoners & it could put your safety in jeopardy. These cons like to "piggy-pack" on unsuspecting women & families on the outside world. When your cousin takes a shower, the other cons look through his belongings to find addresses & phone numbers of people they can contact using your cousins name as bait so that you will help them with their "requests" when they get released before your cousin does. They will tell you anything to gain your confidence & they like it when then can get a photo of a female relative to go after as soon as they get out, just so your cousin knows that he better play nice with them because they have gotten to you or other family members. If you must send photos, just send him a card that has a photo printed on it already with a note to him that he can "pretend" it is you if he wants to. Don't end up the next victim, because MOST of these these guys are really disgusting and can play dangerous games when it comes to unsuspecting women & inmates.

Rules about prisoner mail are different from state to state. To be SURE that you don't get him into trouble, look at the official web site of whatever prison he is in. You can use any search engine to find the correct web site, and every Department of Corrections has one - and they usually have their policies and procedures listed, as well as FAQ's for inmate families and friends.

you cannot send polaroid pictures or anything else. You best bet is to just write him and send a regular picture of yourself. If there is something that you really would like for him to have...

you will need to contact that particular institution and make a request for him/her to have that item... You will have to take it down there.. then I will be xrayed... and probed to make sure there is not contriban or weapons.
