To elaborate, I realize hair never stops growing, but I've heard that everyone has a set length and when your hair gets there, breakage and growth rates are the same, therefore you hair doesn't get any longer??

You can get it longer but that point is usually where you hair stop looking good. Like my hairdresser told me I could grow my hair out longer but it won't look as nice. It start braking off and it doesn't have any body or style to it. My mother has the same problem and she had a bob her whole life because after chin Lenght her hair is just knotty and frizzy.
It's due to the thickness, body and weight of your hair.

My hair will only grow to my shoulders and never gets any longer despite having it taken care of properly ( ie regular trims and good products) My mothers hair is the same, so I suspect genetics may play a role.

i think it varies. I am actually seeing how long i can grow my hair right now, and haven't cut it in 6 years.. Still growing.. I sit on it sometimes ... but it hasn't stopped

maybe it varies with different people but my hair has never stopped growing & I grow it long then go short ..

yes asian and chinese girls hair grows the longest but some peoples hair wont grow further than their shoulders no matter what they do
