He could have allergies. I would take it to the vet and he can give you something for it.

Could be an Allergy. Not sure if a Human Medication would work, but, I think once I gave my Dog a children's type over-the-counter, but, it so long ago I not remember what it was. Also, had a Old Dog with Arthritis and gave it Tylenol I believe, I know my Vet was a good man and he told me what to give. IF, you have a "Cool" Vet that he Good and not have to make money on every little thing he may be able to recommend something that would work.
One other thing; I not familiar with this Breed, but, I know Cocker Spaniels have Watery Eyes and it normal from the Hair, I guess, so, this may be just a Normal thing too. May be someone with this Breed can give us all more information, I be watching.

depending on how old the dog is, i would suggest to call the vet. This is the time of year that allergies are abound, and they bother pets as welll as people. You can also give her a Benedryl and see if tht helps. There is nothing in the benedryl that can hurt the dog and then you will see. My dog got stung by a bee and the vet told me to give her the benedryl to counteract the reaction and in no time she was back to normal. You can also try to change her food and see if that's the problem, maybe she needs to be brushed well.. again check with the vet and see if they have suggestions. goodluck

Try some Polysporin eye drops - worked for my cat but that was an eye infection. If your dog doesn't have an infection then it could be allergies.
