A similar tactic was used by conscientious diplomats during the European Holocaust. Later, we realized they were doing the right thing. This is probably a case of doing the right thing for the wrong reasons.

helping to break the law? which one? any government is free to issue any document to it's citizens just as the American consulate issue passports for American citizens in Mexico city
