I have a neighbor who always wants to start trouble with me. He does this type of thing quite often, and I want to put a stop to it, but don't know what to do.

Shoot him in the butt with a paint ball gun---make sure it is permanent paint and safety orange in color

Call the health department. Health officials have a lot more leverage than police in legal matters. You should also call the police and report it, but there will be little they can do (I suppose you could run a search for DNA at "the lab" but the police probably won't be too interested in this particular case).
However, the Health Department will see it as a possible health problem and potential to spread disease. They can take action.
If that doesn't work, take a picture of them doing it and send it to your local newspaper or TV station or post it on the web!

get a dog, train the dog to watch out for persons other than your family and friends. then stand at the door with the dog. first take a picture of the neighbor and then let the dog go and sit back and relax and do not forget to put some where on the lawn a BEWARE OF DOG sign. so that the police know you have a warning and do not forget to take a picture and send it to all of your friends. lol

you need to get a sample of the excrement. Have a dna test ordered by the courts and then sue them till the cows come home.
Or you can kick him where the sun don't shine ( you might get sued).

Collect it in a paper bag, light it on fire and throw it on his front porch/door.
Well that sounds good, but may only get you in trouble. Just call the cops over and over again on him and hopefully it will stop.

Use rubber gloves, pick up the mess in your driveway and smear it all over his windows. He'll get the message.

Catch him in the act. Break out that cell phone or digital camera and snap a picture and call the cops.

I saw some very small video cameras at walmart, very small you can mount them to overlook your driveway and they plug into your tv or vcr to record what's happening.

get a fence built around your yard like you see on rich houses. Put a lock on the fence.
