As far as strategy goes: I don't think quoting Bible verses is usually helpful, unless of course the person already accepts the Bible as an authority. You also usually end up arguing about needless details and apparent conflicts before you can even make your point, and you only have four minutes, right? :)
When I talk to people, I usually try to find common ground and show how their experiences (positive and negative) can easily fit into a Christian framework.
God actually is not as far-fetched as secular conventional wisdom has made him out to be. I'm fascinated by some of the questions and comments I see pop up even here in "Yahoo! Answers, since it shows what assumptions have been made and what things are stumbling blocks even if they don't need to be. It's cool and interesting.
In any case, you can make a bid straight to someone's experiences by bringing up a bunch of common painful events that happen in life (verifying that you do indeed understand and sympathize with those who go through them, so your ideas are relevant), then showing what it's like to deal with them with and without God.
Personal testimonies/stories are good for this because they say, "Hey, so-and-so made it through the hard times and seems to be even stronger than before... and look at how they much they seem to love God despite of or because of their experience. Why? I don't get it. I need to hear more about this."
Fictional stories are also good because you can move someone through their passion/feelings. Look at a movie like Braveheart, for example, to see how you can affect someone through philosophical concepts and emotions, rather than hard logic:
1. Every man deserve to be free -- don't you want to be?
2. Aren't you tired of always taking the "safe" route?
3. Do you want to feel alive and as if your life has real purpose?
The movie stirs up passion in both Christians and non-Christians alike, without resorting to logic or "facts."
A movie like "Requiem for a Dream" takes the opposite tact and shows what a life without purpose, based on self-gratification, ends up like. People DON'T want to end up like the main characters.
A four-minute commercial is more limited, but you can still evoke some things in four minutes.
But it still comes down to the interaction between God and that person, and how much that person is willing to make God "god" and allow himself to be a human being along with everything that entails. A commercial only goes so far.
Loving people in daily life, through their joys and pains, is what really moves them.

i would make a complete and honest statement and then show facts on what religion is not hateful and the ones that are hateful then i would debunk christianity and islam in a heartbeat for what it has done to this planet in the past 2000 years. then i would make a statement on why there isnt any pagan churchs or any other churchs on TV. then i would just say that your gods are dead and i know the real gods.

i would first tell you how much god loves you, and that it really doesn't matter what goes on in this world or what things you have or how much money you have, the only thing that really matters is that you know god as your personal Savior, and you have it all work out when he comes, because if you don't know Jesus, he won't know you. the only thing that really matters is be ready.
