Does this mean the person has changed the number? Does it mean that the person has not paid the cell phone bill?

The first thing that would come into my mind would be, "the phones not having the sufficient network coverage" (Its in a unreachable position). Therefore, the message may return as stated above on the topic.

But there are so many other reasons for this, it could be that the mobile phone subscriber has switched off his phone, or turned it on to flight mode (simply barred his radio facility intentionally).

Now I'll have to agree with the above statements, you've given, but it necessarily need not be that he/she has not paid the bill, it could be even that his account has not been refreshed (if prepaid). Post paid connections tend to give the message saying "the number you dialed is temporarily disconnected".

If not the final ideology behind this number is that the Caller is not welcomed by the Recipient.

usually this means that the number is invalid.

however, with cell phones, sometimes you can get this if the wireless carrier is having trouble in the area where either you are (try calling another number, like your voice mail or something, to see if you can place a call at all to verify) or where the person you are trying to call is. the wireless operator could be having trouble due to technical issues, or just a very busy time of day (over max capacity for calls) for the cell tower near either you or the person you're calling.

It means that they are either out of an area where they can pick up a signal, so their phone is unable to ring or even know that someone is calling, OR they have shut their phone off because they don't want to be bothered.

The number you are calling is not available because the person you are trying to reach is out of the service area, Cricket phones have this problem. The person you are trying to reach is not avainble to answer is there phone is turned off and they have no voice mail, TracFone Wireless.

It's also possible they have lost their cell phone and asked their provider to suspend the service in the event someone found it and tried to use it.

i have family in the phillipines and we call them sometimes they usually answer unless theyre doing something else so maybe the number got disconnected or something. Hopefully they have another number Good luck calling ur friend I <3 Purple Churros

Could be but more likely it is either that they are out of coverage or the phone is turned off.

Their phone can be turned off, or they have no service in the area they are in.
