Depends on where you are. Police are generally local departments governed by local politics.

I think this answer differ from one country to country.

But in my country, the government pays them well. Imagin, in some countries where they are not pay well, and can't even live a decent lives, what do you think they will do with the guns in their hands? What will happen when we needed them to execute justice?

I have seen corrupted police, both in my country and others. The main different is, there are more on the other side where their country pays them peanut.

police departments are generally funded out of what is called the "general fund" and not a percent of taxes collected.
