A thief just steals things in general.
A burglar breaks into an establishment of some sort, whether it be a home or some other building. Then they steal stuff.

A thief is someone who steals from you--you allow this person into your home (you may even be best friends) and this person will take what he/she pleases in your presence. A burglar is someone who takes things from you by breaking into your home-you may still know the person doing the crime, but they wait until you go away for awhile before entring your home.

State Law varies......
A burglar is someone who enters a residence or building without the permission of the owner. You don't necessarily have to make it out of the door with any bounty to be charged with burglary. (culpability)
Theft is when someone steals your lawnmower out of your back yard, you gnome out of your garden, ect.
If you invite someone over to your house and they steal your money out of your purse, that is theft.
*the difference between a thief and a burglar depends on their offense, both are stealing.
