No, but they charge the company you work for. When I worked at a temp agency, they charged the company I worked at twice what I was getting paid. I had to work through the temp agency for three months before the company could hire me. That way, as long as I was doing a good job, the temp agency was getting paid for three months of the work I was doing. But, no, you don't have to pay the agency.

No. Speaking from the experience of close associates, nobody can legally do that without your consent unless it is for a garnishment. What happens when you get hired through an agency is that the employer pays the agency a specific rate and then they offer the employee a lower starting wage as a result. Unfortunately, there are areas where most of the companies won't hire off the streets, only through agencies. Bum deal for the hiree, but if it gets you a job...

No. The agency makes their money from the company where you are placed. You may be paid 8.50 and hour by the agency, but they are charging between 30% and 50% more than that to the company where you are placed.

From what I understand, they charge the employer $X/hour and then pay you $X-Y/hour. Y being whatever they feel their cut should be.
