They don't. L.A. has more Highway Camera's and News Choppers than most Metro Areas and the city is laid out in such a way that these chases can be tracked easily. These TV chases are so popular there is even a service that will page you when one is on. In NY/NJ we have them but usually we only get to hear about the ones that block traffic or go bad (meaning someone got killed).
As for "Is this because of the Hispanics and blacks?" That answer is also "NO". Someone (I remember hearing it somewhere) once asked the producer of one of those Cop Chase shows why the drivers were usually of ethnic descent and he stated basically that that was what his viewers wanted to see.
Sad isn't it?

I believe that they are everywhere, but we only hear about the ones in California because it it such a popular state. Cops for example, they tape in other states, but the ones you see the most are in California. Usually around the big cities. I don't believe that it has to do with the majority of the people being Hispanic or black, though, because any race is stupid in the same way.

They don't. They are merely more reported because of the sheer numbers of television station helicopters in the sky at any given time.
Check your attitude if you thing only Hispanics and Blacks are responsible for high speed chases. Your prejudice is showing.

I lived my entire life in So Cal, until 1 year ago when I moved to San Antonio TX. There are much more Hispanics here than in L.A.. I have seen dramatically more blacks here than in So Cal. So race isn't the issue.
In Cali we have alot of freeways, more than people in middle America could even imagine. California is a mecca for television. And some people really want their 15 minutes of fame.

The media
People want to be on TV and the media makes it a circus with their helicopters. I would support legislation making the broadcast of such chases illegal or make it so helicopters could not interfere with police chase. Make it less of a media circus, I would think that the number of chases would decrease significantly.

Wow, way to bring in the race card.
I would say the amount of people that are in that area, and all the expressways, are likely to cause these issues. Also, the fact that they have a lot of helicopters out there, makes a difference as well.

They don't. It is just that there is a lot more TV coverage and that it is a big thing to cover in California. Probably the % per population is the same or lower.
