Though it may look tempting to snatch the unattended coin, it could also look really lame if someone looks at you!! WELL, you could end up smiling at Candid Camera !!
Hypothetically, you can. But ethically, you should'nt. Wait for him to make the first move.
Empathise with him. Dont make things look like you were just waiting for her to break up. Trust me, the guilt is just too much to handle. If you like him, know him more. Make him love you, while loving him at the same time too.
The key here is to 'let' him make the first move.
Take your time. And make the 'coming together' more joyous.

You need to think about how you would feel if you were the friend. If you really must be with him, at least wait until she moves. If you want to maintain the friendship, you should talk to her about it first. If she finds out from somebody else (and she will), it could mean the end of the friendship. Is he really worth losing your friend over and getting the reputation of the girls who steals her friends boyfriends. This is a minefield you are walking into so do it with your eyes wide open.

I would wait a little bit just out of common courtesy for your friend, even if she is moving. You wouldn't like it if you broke up with a guy and your friend immediately pounced on him. Just give it a little time and then gage her feelings for him. If she loved him and still does, making a move on him will hurt her and probably ruin your friendship. If she doesn't care, go for it!

Give it a while. Wait until she moves, and then slowly see if there's any mutual attraction. If it's meant to be, it will happen. However, consider this - if she's your friend, you probably are similar people. Why did she break up with him? Perhaps it's something that will bother you as well.

Hey if you're going to be honest with her about it too then you can't feel guilty. Personally I think it's a little twisted, how will you feel if you and he get serious and you maintain a friendship with her and you are all together. Eww. I think you can find a guy that your friend hasn't tried on for size. Good luck either way.

Wait until she moves, so then that way you will at least leave her with the sense that you're still her friend, and not just plotting to hook up with her ex as soon as she leaves town!

just ask her if she minds before hand. There are so many ways that can turn sour on you if you don't. This is of coarse under the assumption that you plan on remaining friends with this girl. Ultimately, you can wait till she moves.

No, not without your friends blessing. Honesty is always best, how would you feel if your best friend liked someone and didnt tell you. Communication is the way to any healthy relationship. Tell her how you feel and ask her how she feels too. Then go from there.
