Like previously stated, people in Asian countries use pitch and inflection a lot in their language to the point that it affects the meaning of the word. Some studies suggest that all people are born with an innate ability to remember and match pitch (perfect pitch), but that without practice that ability goes away, just as most infants can swim a few weeks after birth, but they lose the ability if they aren't allowed to continue. Anyone can develop perfect pitch, it is just that those native speakers that use it more have just had more practice.

Asians who speak languages where pitch makes all the difference between a compliment and an insult (Chinese, for example) are more apt to have perfect pitch because their ears are far more attuned to subtle differences in pitch from conversing in their native language.

buy a plane ticket, go to any part of Asia where you think the pitch is necessary for conversing, and try it out. good luck in not getting yourself into trouble.
