No, two years isn't a lot of a difference. In fact because traditionally guys mature more slowly than women they are basically at the same level.

It's all in how you look at it. In two years it won't really sound as bad when he's 20 and she's 18 or when he's 24 and she's 22. It probably wouldn't even sound as bad if he was 17 and she was 15. It's the fact that he's 18 now and legally an adult that tends to scare people because they're being looked at in a way that since they are an adult now they need to start taking on more adult roles and dating a 16 year old isn't considered something an adult should do.

Two years is really not that big a deal. However, she is underaged and he is an adult by the letter of the law so they should not be having sex because mom can get him thrown in jail for it (statutory rape).
