Yes it will be permanent how would your hair re-darken? But lemon juice is not like bleach it is not going to drastically change it the first time, you will have to keep doing it till u get it to where u want it.

They say you can also try rhubarb juice, chamomille, peroxide, and corona beer lol

No, the citric acid in the lemon juice is not powerful enough... it will last for about a week... if you put it on over night... for like two nights in a row, and sleep with it... maybe if your lucky two weeks... It also depends on your hair color...

My experience is lemon juice + sunlight is permanent. It turns my hair red.

but other wise it will be till then No because the hair does grow out I don't believe lemon is a not a whole lot anyways maybe a more natural lighten colour

Of course not. I've coloured my hair a few times with different substances. So trust me if there ever was one that could change the piagmentation of your hair, Lemon is not it.

it will grow out. it is not the best way to highlight though it dries out your hair and you get splits.
