Using protection doesn't always work so first off, take him/her to a nursery (maybe a church nursery so she can help out) and have babysit actually babies. Let him/her see what it's like to be a young mom/dad. Also show him/her pictures of what STD's can do to you and educate him/her on it. Then try the religious route. Yes, if you ask for forgiveness, and are sincere, you'll be forgiven but what if, Heaven forbid, you got hit by a car and passed on before you could ask God to forgive you? Do you want to spend eternity in Hell for having sex?!?
If none of that works, lock him/her in his/her room until he/she is eighteen.

You tell them to stop because they cannot possibly be ready for all of the responsibilities that having sex carries. And if they don't stop, ground them into oblivion.

You tell them to be sure to use a condom. Because once they start having sex you can't stop them. So make sure that it is safe sex.

tell them that think about what he or she is doing and to think of all the consequences not from you but from what he is doing
