Try gently cleansing the area as best you can and applying a cotton ball to "wick out" moisture. Then apply 1% hydrocortisone lotion. Try this twice a day for a week. If you can, shine a heat lamp on the navel for a few minutes after one of the washes. If that fails, see the dermatologist.

I tend to agree with the person who said probably you can get a fungal infection pretty much anywhere on your body. The only prerequisites are: a "moist-chamber" like situation, which is possible in enclosed body spaces (skin folds, inter-digital areas etc.) and a warm temperature. If you wanna keep fungus away, keep it dry and exposed.
Another thing, fungus infection is a lot easier when one already has an underlying disease (debilitated condition) or immunodeficiency due to some reason (HIV/AIDS could be one).
