Adobe Photoshop CS2 (which is version 8 by the way) is by far better than it's predecessors
Of course, there is also JASC Paintshop Pro (for people who can't afford photoshop) and Corel Paint 10 (which is quite nice).

Photoshop CS2
This is a pretty amazing program....of course it is a full featured image editing program that is full of tools that most photographers will never use.
If you need something less costly photoshop elements does a pretty good job.
I've been working with photoshop for years and I've only learned a fraction of what the program can really do. I have seen some Adobe Certified responders on this list that I'm sure could answer any specific questions you might have about the program.

Picasa?
Right.
There is no substitute for Photoshop. My new camera was not compatible with Photoshop CS so I tried other software rather then upgrade to CS 2. Nightmare. It totally destroyed my workflow. The best I used was Canon's Digital Photo Professional and after coming from Photoshop CS it seemed like the Canon software was written by retards. I upgraded to CS 2.

you won't be able to get photoshop for loose legally. GIMP, besides the indisputable fact that, is a impressive determination and able to fairly a lot some thing you should choose it to do. (If it would not do some thing yet there'll in all probability be an extension.) you could also get it to look and experience like Photoshop through utilising GIMPshop.
