Yeah...I don't work in a cubicle. But my friend does! And everytime she calls me, she's whispering...Even if she's only talking about the new shoes she bought. I think it's stupid and usually have to call her later to ask what the hell she was talking about.
I guess some people just think everyone else gives a crap about what they're doing or saying all the time. And sometimes they're right.

He's actually being polite. I work in a cube and it is annoying as heck when You are trying to get some work done and the person next to/accross from you is gabbing on the phone all the time and you can hear their every converstation. If it's disrupting your work, confront him. If not, it's really none of your concern and he will get busted for gabbing on the phone all day anyway and probably get fired. Solution resolved.

Creep him out right back. Why don't you whisper on your phone too at given times? If it bothers you that much start saying or doing things like:
Giggling - (this annoys people)
Evil laugh - muwahahahahahahaha!
"Oh you so are freaky!"
"Weirrrrrrrrrrrrrrrrd"
"Wazzzzzuuuupppppp!" - (annoys the crud out of me)
"I heard about that organization too. I wonder if he is their president."

Maybe the sap just wants some privacy. He doesn't want people like you to spy on him while he's talking on the phone. Maybe there is something personal he wants to keep from you people at work. I do the same thing.

Is there no way you can ask to be moved? This may avoid the need to confront that weird guy. I sympathize with you having to work next to someone like that.

I'm with laughter on this one, can you please give the guy some slak, maybe he's arguing or talking with his gf or wife, maybe he just doesn't feel the need to sahe his PRIVATE conversations with his co-workers....
lol - I would be nosey too, but I don't think it would creep me out, he just wants some privacy that's all.

He doesn't want anyone to hear what he is saying. Just act like you don't care, because this guy has no life.

He is probably talking to himself and when he is on the phone, trying to be private or sexy.
