Al Geiberger was the first to shoot 59 in a competive PGA round and did so at the Danny Thomas (now FED EX) Memphis Classic in 1977. He still plays some on the Champions tour, and his son Brent has played on PGA Tour as well.
Chip Beck was next to shoot the elusive number at the 1991 Las Vegas Invitational, one of only two five day long tournaments on the PGA Tour.
Ironically, David Duval shot a 59 as well at the Bob Hope Crysler Classic, the other five day long tournament.
These tournaments were played on courses whcih most would consider to be scorers courses, but the feat of breaking 60 can not be discounted by any means.
Shigeki Maruyama actually carded a 58 in a US Open qualifier in 2000, but this was not part of a regular tour event, as was Phil MIckelson's 59 at the PGA Grand Slam of Golf event in 2004 which only had the winners of the 4 majors competing in Hawaii in a non sanctioned event.
Of course, one could say that the person playing a regulation Par three Course (total 54) could shoot in the high 30's for a whole round, but there are no true records for this. I once shot a 53 for 18 on a par three course, but this pales in comparison to the pros listed above.

When you say "shot", do you mean from the ladies tees???
59, held by Al Geiberger, Chip Beck and David Duval. Mickelson is the 16th player to shoot a 60.

Four golfers have posted rounds of 63 in a U.S. Open, most recently Vijay Singh at Olympia Fields during the second round in 2003.
Two of the 63s came in the same round. During the first round at Baltusrol (Lower Course) in 1980, Jack Nicklaus and Tom Weiskopf shared the lead with 63s.

The lowest 18 hole hole score is 63, and both Nick Price in 1986 and Greg Norman in 1996 recieved that score.
Lowest 18 hole score for an amateur is 66, Ken Venturi, 1956.
