It depends on if they have always been blind. If the person was sighted, even partially, and then went completely blind, they may have dreams that are visual and dreams that are not. However, if a person has never been sighted, their dreams will be only non-visual, that is, they will dream of the sensations and sounds of walking, riding in vehicles, going about everyday life and not so everyday life. You can only dream what you have a frame of reference for, even if it is a very small frame, such as dreaming of flying in outer space and fighting aliens from a far off galaxy. You may never have experienced that (if you have, please fill me in), but you may have read about it, seen it in a movie/on tv, or imagined it, but you had something to base the visual parts of that dream on.
