Male dogs will mark their territory to claim their dominance...sometimes this will start in new areas when they have either been bred the first time, or there is a female in heat in the vicinity...neutering will help....if you don't want him neutered then patience, discipline...and claiming your territory. You have to be the pack leader...also disguise all odors that remain in any place that he has urinated....otherwise he will continue to use that spot.

He is peeing on people to let other dogs know that he/she is his property. Animals tend to do that. That's goes the same with cat rubbing on your legs.

hes marking the people as his territory, i had a dog that always marked my guys clothing just after washing, he wanted everyone to know that my guy belonged to him, i washed other guys clothing at the time and the dog never marked their clothing.

if he is not neutered or was just recentlly neutered then he is marking his territory and if he was just neutered then it will stop in a month or 2
