No, it can actually be extremely harmful as your body needs to breath especailly when getting overheated. your body produces sweat to cool you down, if you don't sweat properly that is also harmful. Wrestlers used to do it back in the day, but it is just a myth and strongly NOT recommended.

Yes just make sure to wear it on your head! No seriously. If you want to lose weight make sure to drink plenty of water in a day. The water suppresses hunger. Also don't eat 3 meals a day or even skip meals. Try cutting your meals in half. Eating the typical 3 a day but with snacks in between each one. And small snacks. And EXERCISES! Most important

No that is just dehydration and when you drink some water, the weight is back. Exercise every day, even if it's just a walk. Go on a high protein, low carbohydrate diet. Eat fish, eggs, chicken, occasional lean beef or pork, low fat cottage cheese. Stay away from regular cheese, no bread, pasta, rice, potatoes, peas, beans (except green beans). No fruit and no fruit juice (it's sugar water, my dr says). Cut down on carrots and tomatoes (included ketchup). Use mustard instead of mayonnaise in recipes. Eat lots of salads, green vegetables. Salads only have one tablespoon of dressing for the whole salad. No ice cream, or other desserts. 8 glasses of water a day. No caffeine

Weight - yes. Fat - NO!
Wearing a plastic bag will make you sweat more so you will lose fluid, which IS heavy; but the fluid lost will be replaced as soon as you have a drink.
So what's the point??

Wear a plastic bag?? If you're trying to sweat away weight, that doesn't work. When you drink a bottle or glass of water you'll "gain" all that "weight" you sweated off. You need to burn fat, not lose water.

You will loose more water weight which you will gain right back with you next few glasses of water. If you want to loose weight just make sure you do it everyday and get into a routine, and try and make it a pleasurable as possible, dont add things like a torture suit which will give you a reason to skip a day and get out of your routine

Yes, you greatly speed up the loss of fluid. You must be very careful and it is very, short term only - the weight loss is really dehydration and it is dangerous and will make you weak.
I used to do this years ago when I was an amateur boxer and wanted to make the weigh in --- immediately after the weigh-in I would have gone through a couple of litres of water.

No but you weigh less.
It doesn't make any difference if you are wearing a plastic bag, clothes or even naked, you'll still loose the same weight.

If you mean wear it under your clothes then all it will do is make you sweat more, and in turn make you dehydrated quicker.
It sounds pretty uncomfortable, I'd just stick to exercising normally. See a trainer if you don't think your burning fat quick enough.
