Trying to show your body off is a sin. I believe girls should remain clothed until at least 13 and should only be nude indoors or at naturist resorts at their own choice. Topless is fine in backyards or sunathing, but not around guys. 18+ must decide on their own. Nudity with a sister or female friend is alright, but doesn't seem necessary.

I am a girl and I almost always swim and sunbake topless, and sometimes in mixed company
But I never have had sex, and won't until I am married. And I never let anyone touch my private parts.
I don't see anything sinful in that.
The only problem is that our western society conditions guys to think lustful thoughts about topless or nude girls. My male friends have seen me topless so many times that they just ignore it now

Most likely, because if we cause someone else to sin then we are also guilty.
God gave Adam and Eve close to cover their nakedness, so it is best to dress modestly.

No. There are nude beaches. It is a preference. If you flaunt it well be prepared for the consequences. People are going to stare of course, all people!
