We're not in heaven yet! =) We're still on earth, so yes, we still have environmental disasters which are called "natural" disasters. if we pray, there might be a miracle, but there will still be other disasters. But God promises us that He will be our shelter and comfort in times of trouble.

if reducing cardom emissions and researching renewable energies and advanced agriculture reduce environmental disasters then we should do it. We also pray to God. The two can go together.
Look at our inventors. Most of them believe in God.

I really don't know, but I think that sin is error, so if we stop making these errors these things you are pointing to will happen, but why would g/God have anything to do with it. g/God creates nature as a perfect system, existentially speaking, and even quantum physics has proven this is true, so that it will correct itself when the natural circumstances come together that lend themselves to such conditions. So, if we "go green", so to speak, then global warming will lessen naturally, as nature's innate/built-in response to the conditions that going green creates.
Why in the world (or out of the world) would God create something that needed her/his attention. God is so much bigger than all this. And so much more beautiful. We are probably the characters in God's dreams which make it all moot anyway. Either way, I believe you are on the right track. I believe that both of the elements of your questions should be answered with "Yes." because both are accurately portray the circumstances in which we exist in life.

Sinning in one culture may not be considered sinning in another. Cultures differ greatly. It is a cop out to think that all the natural disasters are caused by our sins, and when good things happen it's God's doing. That is a christian view which enables them to get their God off the hook when things inevitably go wrong.

We are in charge of our own destiny. We each have a part to play.
It is not God judging us when the next round of storms and disasters come this year, it is life and nature.
Of course, such events will be gleefully accepted by christians and various cults as a sign to make more money and cut and paste more endless Bible quotes.
For now, the future of the world is in our hands and our minds.

God will replenish the earth and free it from the imposed sin we put on it. This will happen on the Last Day.
