Has the US Government started issuing electronic passports to the the general public?

I believe they are randomly giving the electronic passports. But for now I don't think they are all electronic yet.

On December 30, 2005, the United States began to issue Electronic Passports. It is anticipated that all new full validity U.S. passports will be issued as electronic passports by the end of 2006.

They are being issued at random, but I think that beginning in 2007 they will all be electronic passports. My best friend & I both got passports w/in the last few months & neither of them were electronic (Texas/Colorado).
