sweep clean,then tack with rs2 then place type 2 or type 3 asphalt in no less than 1 and 1/2 inches sled tamp or roll to get compression let traffic roll and then use

asphalting concrete pavement .. As asphalting is soft in nature, it will require a well compacted base. preferably, 0.5 else 0.7 for the asphaltic surface. too thk, it will be too costly. too thin, it will crack and breakdown.. Asphalt itself also need to be hot rolled.. compact before it cooled. and importantly it's grade. and if for cars.. it's skid resistance test..
