I'm a quiet person and seldom talk. I haven't talked much for so long that I forget how to talk properly. If I'm required to record my voice I can speak formally and clearly, but its like very forced. If I'm talking casually, people will see that I talk in a weird way, not clear, too fast. My mom tried to send me to a speech therapist when I was around 12 years old but at the clinic I could speak well and there was nothing wrong with me. I'm 28 now. Ok, so my question is, is there a way I can practice myself talking at home so I can improve ? Thanks.

It sound like you have a fear of public speaking, even in small groups. It is very common and nothing to be worried about. If you would like to work on it, force yourself to start up conversations with strangers you come into contact with. If you want to get real bold and see real improvement, check into taking a public speaking class or acting class. Even if you feel like your embarressed all the time in those classes, they will give you the practice you need to overcome your fear. Most public speakers will tell you that they have a little fear all the time even if they seem totally confident on the outside.

To talk confidently is almost inborn personality. You teach lesson to young child not school books and analyse strictly to every answere they have given to your question. the gap between our question and their answere is the rate of your speaking clearness. Try to think that you can easily take risk for whatever you have spoken then there will be speaking confident automatically.

Learn body language, conversation skills, communication skills, voice training, non verbal communication. Read "Body Language" by Julius Fast, very good book on communication in general, usualy available in second hand bookstores for $5 or so.

Try a job that will get you to use more people skills. sales customer service, sevice industry.

Talking is, without doubt, one of the most valuable tools we have.
But the thing is, you dont need to "practice" talking. You just do.
So find friend and have a conversation. emphasize vowels, and remember to sharpen the "t's". most importantly, though is to have confidence. And never forget eye contact.

stand in front of the mirror and take any topic and debate on it by u yourself acting as both the parties...or take a good novel or some play and enact in front of the mirror

you want to talk like mainstream society? watch crappy shows on mtv like real world or something and just repeat what they say when they talk to each other, it will start to feel more natural and should fix your timing and tone...seriously it will work.
