well to be honest you can do a technical hole in one with 3 shots.
Let me explain
Say you have a par 3 hole which has a stroke index of 9. You have a handicap of 28 so you are allowed 2 strokes on this hole. You sink the ball on your third stroke which allowing for the 2 strokes given is a hole in one!!
