Its Macroeconomics... its cheaper to produce goods/ services in Mexico as it is a less developed country.
In Mexican a worker gets paid 50 cents per hour (example), whereas in the USA a worker gets $15 an hour and they both do the same job and the same work at the same standard of quality.
Large corporations in the USA that compete on a global level have to realise the loss of money they have in wages, they move to less developed countries to gain a competitive advantage, so they can produce more of their product for less and hopefully sell it cheaper (not always.... Economies of Scale).
A real life example is General Motors sacking thousands of workers this year that work in their USA manufacturing departments and planning to build a new plant in China.

Why are the jobs moving to Mexico? Because cheap labor. Even the shottiest farm hand here illegally in the US makes more than the workers in a American business ran in Mexico. The US is just as responcible for the Illegals. Stop sending our jobs over there for peanuts. No body wants to work for 5 bucks a week come on now think.

It has been unexpensive to produce goods in Mexico and, therefore, several companies had opted to move out there, specially what are known as Maquilas. Maquilas are factories in Mexico fairly closed to the border which receive raw materials from the US or any other unexpensive souce, produce the good and export it back to the US, taking advantage of NAFTA (reduced tariffs). However, this trend is greatly diminishing and moving towards China. Main factors forcing US Companies to make this move are: lower salaries in Mexico, little or non enforceable Environmental regulations in Mexico, no labor Unions on these factories, low initial capital investment in comparison to the uS, etc.
People are moving from Mexico because of higher salaries in the US and more opportunities.

NAFTA and beyond that, the 'borderless' movement of goods and people Bush wants in North America, within a North American security shield. He just wants security addressed between the three countries as I understand it. Apparently he and the heads of Mexico and Canada earlier this year agreed to go back to their countries and try to interest stakeholders in this proposition, more or less.
Mind you, I think he intended to introduce it in bits a pieces, a guest worker program here, an extension of NAFTA there, etc. I am opposed to it, since it would essentially mean we would be subsidizing the education and services for far too many poor immigrants. However, I am not sure how Bush intended it to play out in the details. I have read a lot of speculation, but not a lot of hard facts.

Well because of NAFTA and other free trade agreements, export processing zones (epz's) were setup throughout Mexico. These epz's are outside of labor and corporate regulations setup by the Mexican government. In these zones corporations are able to pay any wage they want to pay the workers (no minimum wage) and there are no protections for workers if abused or hurt on the job and this happens often. So the Mexican's in these zones are heading into the States where there are regulations that protect them on the job and provide them a fair wage.

I thought the jobs were moving to China, not Mexico? Are you sure? Yes some industry has moved to mexico, but the bulk is moving to China and other asian countries. Mexico is too volitile and corrupt to trust in business venture. China is more stable and a safer bet. Even though it is still 3rd world in some ways, the Chinese government is stable. The Mexican government is so corrupt.... that is why the poor mexicans are leaving. No hope for them in mexico. No jobs, no hope. HOLA!!!
