If you want to use one of the cartoon 'avatars' then it's a two step process
1) Create your avatar
You can go here, http://answers.yahoo.com/my/my_edit
And in the "Picture" section, click on the "Edit my Yahoo! avatar" link
2) Display your avatar on Answers
You can go here, http://answers.yahoo.com/my/my_edit
in the Picture section, select "Use My Yahoo Avatar"
And, lastly, have a little patience. It is being reported by some users that the changes do not take effect immediately. They don't see the avatar option in Answers for a day or two.

you can go to yahoo home page and search yahoo avatars. Then you can easily follow the instructions and choose and dress up your avatar

do a yahoo search for yahoo!avatars it should give you the site and if its your first avatar the instructions will come up too

Whenever you are going to login in Yahoo mail, you will see a blank gray scale picture beside New msgs number.
You just click on that picture and go ahead..
you have lot of options according to you gender.. any appearance, accessories, clothes you can choose.

after opening your yahoo ID, you find "hello(Ur nickname)", on the left you find a box. Click it and get your avatar.

when you go to check your mail there will be a gray box by how many leeters you have in your inbox click the box.duhhhhhh
