In my neighborhood cars are always going by or near my block with their very loud stereos, is their anything I can do about it, I'm really stressed out from it and at my breaking point!

I think about the only thing you can legally do would be to record details...e.g., make, model, rego, driver's details, time(s) of passing and if the car(s) in question cut laps around the block - then report the offenders to the police.
They can legally be booked for noise and public nuisance laws - and possibly if their cars are unroadworthy...as it's quite possible too.
Take note in particular of "regulars" - if the police know a car is regular in the area, they'll be more likely to be a) able to do something and b) actually try to do it - if they know s/he'll be back again than if they are itinerant!

If you are that stressed about it write down plate numbers and then get neighbors to join you in asking the local police agency to do something about it... tell them if they don't you will begin executing your constitutional right by making a citizens arrest on them.... in our city we have a noise ordinance which states if the music / bass is able to be heard more than 3 feet from the vehicle and it is a nuisance a citation can be issued.... we have another which states "any noise which disturbs the comfort of living" and there are state vehicle and traffic guidelines which deal with noise also.... Our city is a very quiet city.... which is nice.
