I was just listening to Deborah Cox' song "Absolutely Not" and in it there is a part she says:
"..If I go to work in a mini-skirt
Am I givin' you the right to flirt?"

Which kinda begs the question... who determines the flirting.

I mean, should you have the say on who hits on you? Or are you fair game to whoever dares to attempt to win your attentions?

Anyone can flirt with you, after the first pass flies your way, you then have veto power over continued flirting.

Being a person in the world, one should understand that sometimes other people will interact with you, weather or not you're wearing a mini-skirt. If someone's afraid of having to talk to someone else, they should move to the wilderness, where they can run free, wearing a rubber band for a skirt and the animals will most likely not try to flirt.

As to the flirting question---Well, I think most of the time woman start it..... We bat an eye, we shave a leg for a tight mini skirt, some of us actually brush our hair and teeth everyday ....

I think we dont really pick and choose who to flirt with ALL the time, sometimes people do it for fun......and to see if they still got what it takes to get a flirt back

flirting is a two way street, men are dumb and believe that just because a women wears a low cut blouse, or short skirt that she is flirting with a man, but they aren't. I like to flirt, and I really like when a woman flirts with me.

I would say that if flirting did have 'rights' they'd go to those with Charisma. Getting attention comes naturally to those individuals.

a person who has a heart has the right to flirt but first you should stand on your own so that you are not controlled by anyone except by your concious and your high moral values

i think not
you cant command flirts or preemptively stop them
therefore you have no control
any control would be artificial
so you have no right over who hits on you
what you wear determines how many people with hit on you
