Not paraplegic, not quadraplegic, but...

No, it would be quadriplegic. That's not how it works. If someone is paralyzed in the top half of their body, then they will also be paralyzed in the bottom half. That is how spinal injury works. And no, you aren't necessarily going to be dead. Christopher Reeve lived for years as a quadriplegic. He had machines to help him breathe.

If someone severs their spinal cord up high, signals from the brain cant travel through it to reach their legs. The brain signals have to go through the upper body to get to the lower body, so i don't think that works.

It is a paraplegic. They are not able to use two extremities. Otherwise, they are called "un-lucky".

But ohgman, thats not the question. He specifically asked "paralyzed from waist up" and in essense it is not possible unless you are completely paralyzed from C5 down..
