if you are moving onto base. I don't see why they wouldn't. My husband is an E3 but we don't live on base, it was our choice.

ch46marinewife is pretty on the money with this one. On post, they will try to give you as close to 4 bedrm's as possible. The waiting list MIGHT not be too long for a 4 bedrm, since the demand is more on 2 and 3 bedrm units. If on post housing is not available, you can be put on the waiting list and you'll get a housing allowance to get off base housing. Your allowance will be higher with 3 kids than none, but it will still be low since your hubby is still only E1. As he goes up in rank, his BAH will increase.
And living on post isn't that bad aside from some of the people. There are rules, but they'll give you a handbook for that. Things like no more than 2 pets or you'll have to get a waiver, nothing exotic (no pigs or monkeys), no one else is allowed to live with your (with or without paying rent), keep your area clean, etc, etc. They're NOT going to come do white glove inspections on your family housing. They do that in the barracks sometimes, not family housing. The only reason someone will come "inspect" your house is if someone reports you for child neglect/abuse and then Social Work Services will show up on your doorstep, or if you have garbage piled outside or people can smell you from outside the door. You'll be required to clean the place pretty thoroughly when you move out, but I've never seen a housing inspector with a white glove, and NO one has ever checked for dust on my door frames.

If you are talking about base housing, probably not. Depending on the age of the children, they will, more than likely, just give you a 3 bedroom place and the kids of the same sex will have to share a room. Of course, in the DC area, there is probably a long wait to get on base housing.

Coming from a military spouse....YES! You qualify for a four bedroom but depending on the age and gender of your children they don't necessarily have to give you one. Meaning that if you have two kids that are the same gender under the age of ten then they can share a room. You can request a 4 bedroom but you will be at the bottom of the waiting list for that. Just call the housing office on the base. They will be able to tell you exactly what paperwork your husband needs to bring into them to get on the list. I do know that he will have to get a "Command Sponsorship Letter" for each child. Hope this helps.

if you will be living off base than you can obtain any size unit you want.. just keep in mind that your BAH will based on his paygrade and the zip code of his duty station, and DC being DC.. it might no tbe enough to cover the rent on a lrager home. You do, of course, have the option to pay out of pocket..if you can afford it.
But frankly.. no way in heck can an E1 afford off base housing in DC, regardless of family size. You will be MUCH better off taking Base housing, but depending on the wait list for 4 BR units, you may have to sacrifice a BR. Won't kill the kids to have to share a room for a while.
Kinda surprised he was allowed to enlist with 4 dependants, actually...they usually don't allow that, as junior enlisted pay is NOT designed to provide for a family.

If you are on base, I know there are age limitations before a child will be allowed to have a single bedroom. Kids are expected to share a room up to a certain age and then more rooms would be authorized. Check with base housing.

He just needs to talk to "base housing" and you'll get your answer. You could get that info from them too. They do have some pretty strict rules that go along with that though. Such as they do inspections literally with a white glove. They check over door trim for dust if that gives you any idea.

living in a shack in dc costs about 2000 a month, so good luck with the 4 bedrooms for an E1....just ain't gonna happen...
