Well, the best bet would be to stop giving him milk for a few days and see if he improves. I guess humans have always had a hard time processing milk after a few years old. The proteins in the milk are hard to break down. This often leads to several people having problems with all dairy products.
If it was me, I would stop the milk for a few days and see if he has an easier time. Then you will know for sure.

Yes, it can. I was never allergic to milk until I reached 17. Constipation is a big side effect of milk allergy. I would take him to the gastro doctor if the meds don't work within 3-5 days, since it can take up to 75 hours sometimes for medications to take full effect. Hopefully he is not allergic, there may be other reasons in his diet he is having these problems. But if you are then there is a chance.

Yes, it is possible that it is an allergy. Your son is not too young to be tested. I was tested and started on allergy shots when I was eleven months old...and that was 33 years ago! If you have not already been, go to an allergist.
