I believe the statement is either "revenge is best served cold", which means that if you wait until you calm down, you probably won't do something you'll regret later. Or "vengence is sweet", which means gettting back at someone can be satisfying in some ways.

revenge feels best when its least expected, because your chances of not recieving repercussions are greater, because people won't suspect yous as much, since you no longer have a reason to be mad. Also, knowing that in the end, you got the last "laugh" is so much sweeter than the feeling you get when you do revengeful stuff when you're mad only to think of better stuff when you calm down and its too late to do it.
