Like all ministries, first you have to be called by God.
If you are not Catholic, then you will have to become fully initiated into the Catholic Church.
Then you need to study and become a priest and serve your fellow Christians unselfishly for many years.
Then you may be selected to serve an entire diocese as a bishop, a successor of the Apostles.
Then you may be selected by the Pope to the office of cardinal.
Then you can vote for Pope until you are 70 years of age.

First you have to be an adult male.
Then you have to go through the process of discernment and attend the seminary.
After graduation from the seminary, you have to be ordained as a Catholic Priest.
Once ordained, there are two tracks to becoming a cardinal. The first is the usual way. You make a name for yourself as a great priest, then are ordained a bishop. Then once you are a bishop, you either work in a Vatican office or administer a diocese. Either way, you have to attract the admiration of the Pope and those who advise him.
The second track is the less usual one. On certain occasions the Holy Father chooses priests who are not bishops to become cardinals as a result of their service for the Church. Avery Cardinal Dulles is once such cardinal. He was elevated to the College of Cardinals as a result of his tremendous theological writings.
Either way, one must be ordained a bishop before becoming a cardinal.

Technically, you must first be eighteen, Catholic, unmarried male.
You go through seminary to become a priest.
You then get yourself appointed to the bishop in your area, instead of becoming a pastor of a landed church. Then you replace the old Bishop when he retires (he appoints you). Then the Pope chooses certain Bishops to become Cardinals. Pope Benedict's Consistory of Cardinals was March 24th.

The "Catholic church" is a nation just like all other nations that are led by unelected dictators. How many Catholics get to vote for the pope, their chosen dictator?
