Yes and no. BAH (with or without dependents) determines what the Army will spend for you to live off-post regardless of the bedroom count. On-post the number of bedrooms are determined by the number of dependents that sponsor has.

additionally...there are far fewer 4 BR units in housing than there are 3 BR units.. so the wait list for a 4 BR can easily be years longer than a 3 BR.
